EA Process
The Class Environmental Assessment process enables the
planning and implementation of municipal infrastructure projects to be
undertaken in accordance with an approved procedure designed to protect the
environment.
This Environmental Assessment
(EA) will be consistent with the approach set out in the guidelines of the
Municipal Engineers Association Municipal Class Environmental
Assessment, June 2000, which includes
several phases. The phases for this study are described below:

Phase 1
– Identify the problem (deficiency) or opportunity.
§
Phase 2
– Identify alternative solutions to address the problem or opportunity by
taking into consideration the existing environment, and establish the
preferred solution taking into account public and review agency input.
§
Phase 3
– Examine alternative methods of implementing the preferred solution, based
on the existing environment, public and review agency input, anticipated
environmental effects, and methods of minimizing negative effects and
maximizing positive effects.
§
Phase 4
– Document in an Environmental Study Report (ESR) a summary of the
rationale, and the planning, design, and consultation process of the
project.

After the ESR is finalized, it is filed
on public record and the ESR will be available for
public review and comment for a required minimum 30-day review period.
At the time the report is filed, a Notice of Completion of the Environmental
Study Report will be advertised, to advise the public and other stakeholders
where the Environmental Study Report may be seen and reviewed, and how to
submit public comments.
During the 30-day review
period, you may request that the project be ‘bumped-up’ to a Part II Order
(formerly known as the “bump-up” request), if you feel, after consulting
with the Region, that serious environmental concerns remain unresolved. The
decision to ‘bump-up’ the project to a Part II Order rests with the Minister
of the Environment.
If the project triggers the Canadian Environmental Assessment Act, a
coordinated approach will be used to ensure that the study meets the Federal
and Provincial requirements.
Formal consultation has been initiated with municipalities, government
agencies and public. Updates and details regarding public consultation
activities to be undertaken in preparation of the ESR will be included in
the Events section of this website.
